Manningtree is a Georgian estuary town with a tight historic core, a conservation area covering much of it, and a good number of listed buildings within that. It is also a town where the roofscape is visible from a distance across the tidal Stour, which is precisely why the local authority takes an interest in what happens on it.

Eight and a half miles from Ipswich, twenty-five minutes down the A137. We are in the town regularly, and being close enough to survey properly rather than quote from photographs matters more here than in most places.

Front slope and rear slope are two different applications

Permitted development rights for rooflights are reasonably generous in ordinary circumstances: a rooflight that projects no more than 150mm above the roof plane and does not sit above the ridge is normally allowed without an application. In a conservation area that changes.

Within a conservation area, rooflights on a roof slope forming the principal elevation, meaning the slope fronting a highway, generally fall outside permitted development and need planning permission. Rear slopes, and slopes not visible from the street, usually remain within it. Where an Article 4 direction is in force the restrictions can go further still.

The practical translation for a Manningtree homeowner is simple. If you want light in a front bedroom facing the street, expect a planning application and expect the officer to want a flush conservation-pattern unit. If the room you want to light has a rear slope available, the job is usually straightforward and permitted development covers it.

Making rear slopes work harder

  • Consider an opening unit even where you only wanted light, because in a Georgian townhouse with limited window area the purge ventilation is genuinely useful.

Slate, and why it is not tile

A good deal of Manningtree’s older roof covering is natural slate. Slate is thin, brittle, laid double-lapped with head nailing, and it does not behave like a clay or concrete tile.

Two things follow. First, the flashing kit must be the slate variant, which has a much shallower profile because there is no tile roll to dress into. Second, removing and refitting slates around an opening requires slate hooks or tingles where the original nail hole can no longer be used, because a slate that cannot be nailed and is not hooked is a slate that will slide out in the first gale off the estuary.

Old slate also breaks. We allow for replacements at survey and match them as closely as the market allows, and on a conservation-area frontage that matching matters.

A useful sequence: establish the designation first, then the slope, then the unit. People often arrive having already chosen a product from a brochure, and on a constrained roof in a conservation area that is the wrong end to start from. The permission shapes the specification.

Estuarine exposure on the Stour

Manningtree sits on tidal saline water with a wide open channel to the east. That is estuarine exposure: moderate salt loading, real wind across open water, driven rain on the exposed elevations. It is not open-sea exposure and we will not describe it as such. Upgraded stainless fixings on water-facing slopes are the sensible response, and on slate roofs the hooks and clips get the same treatment, because corroding metalwork on a slate roof stains the slate below it.

A compact town, and what tight roofs mean for access

Manningtree is often called the smallest town in England, and whether or not that title holds, the roofscape is genuinely tight: narrow frontages, party walls shared between neighbours, and buildings that step straight up from the pavement. That compactness is part of the survey. Scaffold to a street frontage may need a footway licence, a party wall means the covering runs across a boundary you cannot open unilaterally, and the drop from ridge to a narrow back yard can make access to a rear slope more involved than the frontage. Georgian townhouses came with real fireplaces, so the roofs carry substantial chimney stacks, and many survive even where the flues are long disused. A stack is both an obstruction and a weathering hazard for a nearby rooflight, because a unit set too close to it cannot get the clear distance its flashing needs to shed water past the stack’s own lead. On a Manningtree roof the stack position frequently decides where a rooflight can go as firmly as the conservation rules do. That kind of project brings two Building Regulations into the rooflight conversation from the start. Part B governs escape from a loft conversion, so on a new habitable room in the roof the rooflight frequently has to double as the means of escape, which sets a minimum clear opening and a sill you can reach, and it is not a free choice of size or position. Part L covers the insulation, so the roof build-up around the unit changes as the insulation line moves to the rafters. On the older slate roofs, working the escape rooflight and the conservation constraints together takes some care, because the unit that satisfies the fire officer and the one the conservation officer prefers are not automatically the same, and reconciling them is part of the job. Setting the unit higher up the slope also pushes light further back into the room.

How exposed is Manningtree, really?

It is estuarine. The Stour here is tidal saline water with a broad open channel, so there is genuine wind and driven rain and a moderate amount of salt in the air. It is not open-sea exposure and we do not specify it as though it were. The proportionate answer is stainless fixings, hooks and clips on the water-facing slopes, which stops corrosion staining on slate and keeps flashings secure.

The house is terraced with a shared party wall. Does that limit a rooflight?
