A conservation rooflight is a unit designed to look like the cast iron rooflights fitted to Victorian and Edwardian roofs: flush or nearly flush with the tile or slate surface, a slim dark frame, a central vertical glazing bar, tall narrow proportions, and dressed lead instead of a visible aluminium flashing kit. On a listed building you need listed building consent before one goes in, wherever it goes, including a rear slope nobody can see. In a conservation area you need to check whether an Article 4 direction has removed the permitted development rights you would otherwise rely on. Both conversations happen before anything is ordered.
Suffolk and north Essex make this a normal week’s work rather than an occasional oddity. Lavenham has one of the densest concentrations of listed timber-framed buildings in England. Aldeburgh, Southwold, Dedham, Coggeshall, Clare, Kersey, Long Melford and Nayland all carry conservation area designation over most of their historic cores, and a substantial part of central Ipswich sits inside a conservation area too. If you own a period property here, the question is rarely whether a constraint applies. It is which one, and what the officer will want to see.

What a conservation officer is actually looking at
It helps to understand what the objection is. An officer is not opposed to daylight. What they are protecting is the read of the roof: a plane of tile or slate, historically continuous, broken only by chimneys and the occasional original iron light. A standard modern rooflight stands proud of that plane by 40mm or more, is framed in mid-grey aluminium with a wide visible border, and sits in a squarish proportion that nothing on a nineteenth century roof ever did. From the street it registers as an object stuck on the roof. That is the problem, stated plainly.
A conservation-pattern unit addresses each part of that read:
- Flush or near-flush setting. The unit is recessed into the roof structure so the external glass line sits close to level with the surrounding covering. - Slim dark frame. Black or very dark grey, matt rather than gloss, as narrow as the product allows. A dark frame in a recess reads as a shadow line. A pale wide frame reads as a picture frame.
- Central vertical glazing bar. The most recognisable feature of the original ironwork. Some officers treat it as non-negotiable on a visible slope, others accept a plain light on a rear elevation.
- Tall, narrow proportions. Original iron lights were closer to 1:2 than to square. A 600 x 1200mm unit sits comfortably on a period roof in a way a 1140 x 1180mm unit does not.
- Dressed lead, code 4 or heavier. No visible proprietary aluminium. Lead weathers to a colour that sits with old tile and slate, and it can be formed to an irregular handmade covering in a way a pressed section cannot.
None of that is our house style. It is the standard vocabulary officers across Babergh, Mid Suffolk, East Suffolk, Ipswich Borough, Colchester City and Tendring use when they describe an acceptable rooflight, and the same words appear in decision notices across all six.
Listed building, conservation area, Article 4
These three get conflated constantly and they are separate instruments with different consequences.

Two points catch people out. First, listed building consent is required even where planning permission is not. They are separate applications under separate legislation, and a decision on one tells you nothing about the other. Second, the “not visible from the highway” test that carries real weight in conservation areas has no standing on a listed building. The interest is the building itself, so a rooflight over a back bedroom is assessed on the same basis as one on the front.
Who you are dealing with locally
Six authorities cover most of our patch. Ipswich Borough for the town and its central conservation areas. Babergh for Lavenham, Long Melford, Nayland, Kersey, Hadleigh and Sudbury, which is the densest listed timber-framed stock in the area and where applications get looked at closely. Mid Suffolk for Needham Market, Stowmarket, Woolpit and the villages between. East Suffolk for Aldeburgh, Southwold, Orford, Framlingham and Woodbridge. Colchester City for Dedham, Coggeshall, West Bergholt and Earls Colne. Tendring for Harwich, Mistley and Brightlingsea, where the Harwich old town roofscape is unusually legible. Babergh and Mid Suffolk share a planning service, and East Suffolk was formed from the old Suffolk Coastal and Waveney districts, so older decision notices online may carry a predecessor authority’s name.
The specification points officers ask for
Refusals and requests for amendment usually turn on a short list. Putting these in at the outset saves a round trip that can add two months.
- Projection above the roof plane, as a dimension. Not “flush” as an adjective. A figure in millimetres on a section drawing answers the main question before it is asked.
- Frame colour and finish, with the reference given.
- Glazing bar: whether there is one, where it sits, how wide. On a visible slope, expect to be asked for one.
- Size and proportion. Two smaller tall lights land far better than one large one. A pair of 600 x 1200mm units usually reads as belonging to the roof. A single 1200 x 1200mm rarely does.
- Flashing material, dressed lead with the code stated, code 4 minimum.
- Position on the slope. Aligned with something: the windows below, a chimney, the rhythm of the elevation. A rooflight that lands at a random point looks wrong even when everything else is right.
- Impact on historic fabric. On a listed timber-framed roof this is often the deciding point. How many historic rafters are affected, whether any are cut, whether the work could in principle be undone. An opening that fits between existing rafters without cutting one makes a much stronger application.
- Visibility. A photograph from the nearest public vantage point and an honest statement. Officers check anyway.
Talk to the conservation officer before you order. Most authorities offer pre-application advice, and on rooflights it is worth every penny. Timber-framed roofs: the structural half of the problem
Consent is only half of it. The roofs under these designations are frequently four hundred years old and were not built to any of the assumptions a modern trimming detail relies on. A historic Suffolk roof commonly has rafters of irregular section, spacings varying by 100mm or more across the same slope, members spliced or replaced piecemeal over centuries, and in the oldest stock no ridge board at all, with rafters pegged in opposing pairs. Some have been re-roofed in tile over an original thatch pitch, leaving a structure carrying a load it was never designed for.
- We survey the actual structure from inside before quoting a size. The rafter positions decide what is possible far more than the room below does.
- An opening that drops between two existing rafters with nothing cut is worth designing for even if it means a narrower unit. Cheaper, quicker, and a considerably easier consent application.
- Where historic timber has to be cut, that goes to a structural engineer with conservation experience. We build to the engineer’s design. We do not design structure.
- Seasoned oak is hard, splits along the grain, and its tannins corrode ordinary steel. Stainless fixings and pre-drilling are standard on this stock.
- Thatch is generally not rooflight territory, and we will say so rather than take the job.
Conservation units on Suffolk coverings
The pattern was designed for slate and plain tile and sits best on both. Natural slate on the Victorian terraces of central Ipswich and Colchester is the easiest case: thin, flat, and the lead soakers interleave course by course without difficulty. Clay plain tile across the Babergh and Mid Suffolk villages is much the same with a slightly deeper set-down.
Clay pantile is where it gets harder, and Suffolk is pantile country. The deep S-curve means the recess has to clear the roll, and the lead is dressed into the trough of the tile rather than laid over it. On the oldest handmade pantile, frequently the stock that is also listed, no two courses sit at the same height and lead soakers are formed individually to each tile. That takes most of a day for one unit. The honest position is that a boxed flashing kit will not weather that covering and no amount of mortar will make it, which is why a conservation installation on handmade pantile prices differently to the same unit on slate.
What we do, and what we do not
We install new conservation rooflights and we carry out full replacements of failed units. We do not reseal, patch or make good existing rooflights. On a listed or conservation-area roof that position is worth explaining, because the temptation to patch is strong: consent is already in place, the unit is already there, and a bead of sealant looks like the cheap answer.
It is not. Sealant around a rooflight is a maintenance coating with a service life of a few years at best, and less than that on an exposed slope. Each renewal leaves the surface underneath worse, the fixings another year wetter, and the timber around the opening another year of intermittent soaking. Meanwhile a badly weathered old unit on a listed roof is doing exactly the harm the designation exists to prevent, because water getting past it goes into historic fabric. When a unit is past its life, replacement with a properly detailed conservation pattern unit is the durable answer, and on a constrained property it is often the answer the officer prefers, since it removes a poor twentieth century intervention. Where an existing light is itself an original cast iron one, that is a conversation to have with the officer before anything is removed. Cost and the consent programme
Conservation work runs to a different programme than a standard installation, and the difference is mostly paperwork rather than site time. Pre-application advice typically takes two to six weeks. Listed building consent or a planning determination has an eight week statutory target for a householder application, and you should assume longer over summer. Manufacture runs longer than a stock modern unit, longer again for made-to-size, and nothing is ordered until consent is granted, because a refused application with a non-returnable unit on the drive is an expensive way to learn this.
On price, a conservation pattern unit with dressed lead flashing typically runs £2,900 to £4,200 supply and fit on a standard covering, against £1,900 to £2,650 for a standard 780 x 1180mm centre pivot in the same roof. The gap is the unit cost, the lead, the recessed setting and the slower fitting. Common questions about conservation rooflight installation
Do I need listed building consent for a rooflight on a rear slope nobody can see?
Yes. Listed building consent is required for any alteration affecting the character of a listed building, and the assessment is about the building itself rather than public visibility. The “not visible from the highway” test that carries weight in conservation areas has no standing on a listed building. Consent is also separate from planning permission, so being told you do not need planning tells you nothing about whether you need consent. Proceeding without it is a criminal offence rather than a civil planning matter, and enforcement can require removal and reinstatement.
What is an Article 4 direction and how do I find out if one applies?
It is a formal notice made by the local planning authority withdrawing specified permitted development rights within a defined area, commonly a conservation area. Where one covers roof alterations, work you could otherwise have done without permission now needs a planning application. Directions are recorded on the authority’s planning policy pages and usually shown on their online mapping. Ipswich Borough, Babergh, Mid Suffolk, East Suffolk, Colchester City and Tendring all publish theirs. Check before ordering, because a direction may cover only principal elevations or only certain streets.
Does a conservation rooflight have to have a glazing bar?
Not universally, but on a slope visible from a public vantage point expect to be asked for one. The central vertical bar is the most recognisable feature of the cast iron lights the pattern imitates, and it is what makes a modern unit read as belonging on a period roof. On a rear slope with no public view, several authorities accept a plain conservation light without it. Ask at pre-application stage rather than guessing, because the bar is specified at manufacture and cannot be added later.
Will a conservation rooflight perform as well thermally as a modern unit?
Modern conservation-pattern units use the same thermally broken frames and sealed double or triple glazed units as standard products, so the figures are comparable and they meet the Part L requirement of 2.2 W/m2K or better for a replacement rooflight in an existing dwelling. The slim frame and the bar cost you a little glass area rather than a lot of performance. The bigger thermal risk is the perimeter, because a recessed unit in an old roof creates a deeper reveal that has to be insulated properly. Can you fit one without cutting a historic rafter?
Often, and it is worth designing for. Historic roofs have irregular rafter spacing, so on many of them there is a bay somewhere on the slope wide enough to take a narrow unit with nothing cut. That makes a stronger consent application, because impact on historic fabric is one of the points an officer weighs most heavily, and it is a cheaper, quicker installation.
