What Are the Fire Escape Rules for Loft Rooflights?
A loft rooflight serving as a fire escape window must give a clear openable area of at least 0.33m², with a clear opening of at least 450mm in both height and width, and the bottom of that openable area no more than 1100mm above the floor of the room. A standard centre pivot unit almost never qualifies, because the pivot bar sits across the opening.
That is the whole requirement in one paragraph. Everything below is the detail that decides whether the window you have chosen actually delivers it, because the numbers are easy to quote and surprisingly easy to miss by 40mm.
Where the rule comes from and when it applies
Approved Document B, the fire safety part of the Building Regulations, governs escape from a habitable room. A loft conversion creates a habitable room one storey higher than the escape route was originally designed for, so Part B asks how somebody gets out of that room, or is reached from it, if the stair below is filled with smoke.
There are two routes to satisfying it, and they are alternatives rather than a menu you mix.
- An escape window. Used where the conversion adds a single storey above the ground floor and the existing stair is not being upgraded. The window in the new room, and in some arrangements windows in rooms it passes through, must meet the dimensions above.
- A protected stairway. The full stair enclosure from the loft down to a final exit door is fire-separated, typically with 30 minute fire doors to every room off the stair, upgraded stair construction, and self-closing devices where required. Do this properly and the escape window requirement falls away.
The protected stairway route is usually the more expensive and more disruptive of the two, because it means new doors and linings throughout the house rather than one window specification. But it is the route taken on conversions where the roof geometry simply cannot deliver a compliant opening, and on some three-storey arrangements it is not optional at all. Your loft conversion designer or Building Control officer determines which route applies to your house. We fit the glazing to whichever decision has been made.

The three dimensions, read carefully
Each of the three numbers catches people out in a different way.
0.33m² clear openable area
Clear means clear. It is the unobstructed hole a person passes through when the sash is fully open, not the size of the window, not the glass size, and not the structural opening. Frame depth, sash thickness and any operating hardware all take area out of the figure. A window described as 780 x 1180mm has a structural opening of that size and a clear opening considerably smaller.
450mm minimum in both height and width
Both. A tall narrow opening that hits 0.33m² by being 400mm wide and 900mm tall fails, because 400mm is under the minimum width. Equally a wide shallow opening 900mm across and 380mm high fails on height. The area test and the dimension test are separate hurdles and a compliant window clears both.
1100mm maximum from floor to the bottom of the opening
Measured from the finished floor of the room to the bottom edge of the clear openable area, not to the sill of the frame and not to the bottom of the glass. In a pitched roof this is the one that quietly fails, because the window sits in a slope. Push a unit higher up the rafters for a better head height and the bottom of the opening climbs past 1100mm without anybody noticing until inspection. Where a Part K guarding requirement also applies at a low sill, the two constraints have to be resolved together at design stage rather than argued about on site.
The number that surprises everybody. A 550 x 780mm rooflight does not achieve 0.33m² of clear opening. Neither does a 550 x 980mm. Those are common, cheap, easy sizes that drop between rafters at 600mm centres without cutting anything, which is exactly why they get specified, and they cannot serve a room that needs escape. If escape is required, that requirement sets the minimum size before rafter spacing gets a say.
Why a centre pivot usually cannot be the escape window
A centre pivot sash rotates about pivots at its mid height. When it is open, the sash itself sits across the middle of the opening, half inside the room and half outside, with the pivot bar spanning the frame. There is no clear hole. There are two restricted gaps, one above the sash and one below it, and neither one is a route out for an adult carrying a child or for a firefighter in breathing apparatus coming the other way.
Escape units are a different product. A top hung or side hung escape sash swings right out of the opening, typically through 45 degrees or more on a purpose-made hinge set, leaving the full clear area available. Some manufacturers build a dual function unit that behaves as a top hung escape window and also rotates for cleaning, which is generally what we recommend for a loft bedroom.
Escape units are ordered as escape units. You cannot convert a standard centre pivot into one afterwards. The hinges, the sash geometry and the frame are different from the factory, and there is no retrofit kit that turns one into the other. If the survey identifies an escape requirement and the unit on order is a standard centre pivot, that order changes before anything is cut. This is the single most expensive mistake we see on unregulated loft conversions, because the discovery usually happens after the plasterboard is on.
Building Control will check it
An escape window is not a paperwork item. The building control officer or approved inspector measures the clear opening on site at final inspection, with the sash open, and measures the height from the finished floor. If it is short, the completion certificate does not issue, and the fix is a new window in an opening that may need re-trimming to take a larger frame. Rework at that stage runs to the cost of the original installation and then some, with the internal finishes to make good on top.
The same certificate is what a buyer’s solicitor asks for when the house sells. A loft room without one is not a bedroom in the eyes of the transaction, whatever the estate agent’s floor plan says.

What we do about it in Ipswich and Suffolk
A great deal of loft conversion work here is in the Victorian and Edwardian terraces around central Ipswich and the 1960s to 1980s estate housing at Chantry, Rushmere St Andrew and Kesgrave. The terraces tend to have steep pitches, which makes the 1100mm rule comfortable to hit. The shallower 1970s roofs at 17 to 22 degrees are harder, because a window set low enough for the sill rule can end up with poor head height, and the sensible answer is usually a taller unit rather than a repositioned one.
