What each one actually does
A rooflight sits in the plane of the roof. It brings daylight in and gives a view, and it changes nothing about the shape of the roof or the space inside. It is glass in the slope.
A dormer is a structural box that projects out from the roof slope with its own small flat or pitched roof and a vertical window in its face. It changes the roof shape, and crucially it creates a pocket of full-height space where the sloping ceiling would otherwise cut your headroom down. It is an extension of the room out through the roof.
That structural difference is the whole comparison. A rooflight lights the space you already have. A dormer makes more usable space. If you do not need more space, you do not need a dormer.

Cost

Headroom, the deciding factor
This is where the dormer earns its cost or fails to. Under a sloping ceiling, the floor near the eaves has too little headroom to stand or use. A dormer lifts the ceiling over part of that floor to full height, turning dead space into usable room. A rooflight does nothing for headroom. So if your loft is short of usable standing space, no number of rooflights fixes that, and a dormer is the tool. If the loft already stands up across enough floor, you are paying a dormer’s price for space you do not need.
Daylight quality
This one favours the rooflight, which surprises people. A rooflight in the slope brings overhead daylight that reaches deep into the room, the same reason a north-lit studio uses roof glazing. A dormer window is essentially a vertical wall window set back in a pocket, so its light is lower and does not penetrate as far. For pure daylight per pound, rooflights are better. Planning and build time
Rooflights are usually permitted development, projecting no more than 150mm above the roof plane and not above the ridge, so on most houses outside designated areas there is no application. Dormers, especially on a front slope, are more likely to need planning permission and are more often refused or restricted. In conservation areas and on listed buildings both are constrained, but a flush conservation rooflight is far more likely to be acceptable than a dormer altering the roof line. A decision rule you can apply
Before we survey, you can get most of the way to an answer with a tape measure and two questions.
- Measure the height from the loft floor to the underside of the ridge. For a comfortable habitable room you want the ability to stand at full height across a reasonable proportion of the floor. As a rough guide, a finished floor-to-ridge height of around 2.4m or more usually means the standing space is there.
- Look at how much floor has usable head height. If a good share of the floor lets you stand, the room works and rooflights light it. If the sloping ceiling eats most of the floor before you can stand, a dormer is what makes the room usable.
From that:
- Enough ridge height and usable floor: rooflights. Cheaper, faster, better daylight, lower planning risk, no change to the roof.
- Ridge too low, floor unusable near the eaves: a dormer, to buy the headroom, often with rooflights on the opposite slope for balanced light.
- Steep pitch, generous ridge: rooflights, because a steep roof already gives good standing space and a steep slope throws rooflight daylight well.
- Shallow pitch, low ridge: a dormer is more likely needed, because a shallow roof gives little standing room under the slope.
Roof pitch feeds into this because it changes both the standing space under the slope and how a rooflight performs. On a very shallow pitch a rooflight may fall outside the certified range entirely, which is covered on the minimum roof pitch for a rooflight.
Often it is both, not either. Plenty of conversions use a dormer on one slope to win headroom and rooflights on the other to balance the daylight, so the room is bright from two sides and not dark behind the dormer.
